VEHICLE CODE SUPPLEMENT

  • I. OVERVIEW
    • This Vehicle Code Supplement governs all vehicle-related infractions, impoundments, and traffic enforcement procedures within Los Santos County.
     
    II. General Speed Limits
    • Residential Zones: 60 MPH
    • Business/Downtown: 60 MPH
    • Open Roads: 65 MPH
    • Highways: 100 MPH
     
    III. Infractions, Violations, and Penalties
    1. Illegal Parking
      Prohibited Situations:
      • In a manner that obstructs a lane of traffic and prevents traffic from properly flowing.
      • In a manner that obstructs a driveway, private road or path, or alleyway used by traffic and prevents traffic from entering and/or exiting the driveway, private road or path, or alleyway.
      • In a manner that obstructs a parking lot and prevents vehicles from leaving or entering the lot.
      • Within a marked crosswalk.
      • On any sidewalk or on any median.
      • Facing opposing traffic.
      • Parking against a red curb.
      • On any freeway shoulder lane except for emergencies.
      • On or within range of railroad tracks, where such a range poses the risk of the vehicle being struck by any railroad cars.
      • Directly in front of or within five feet of any hydrant, whether or not the vehicle is occupied.
      • At or near a helipad or an aircraft landing zone, if in control of a non-aerial vehicle.
      • In a manner that a vehicle takes up two parking spaces.
      • No more than 2 motorcycles may park abreast in 1 parking space given that the parking is wide enough for 2 motorcycles.
      • Park without a valid parking ticket.
      • In a disability only parking zone.
      • A vehicle considered as a heavy load vehicle may not be parked in the side of the road inside the city.
      Penalties:
      • 1st Offense: $750 fine
      • 2nd Offense: $1,250 fine
      • 3rd Offense: $1,750 fine
      Impound Criteria:
      If obstructing or hazardous:
      • In a manner that obstructs a lane of traffic and prevents traffic from properly flowing.
      • In a manner that obstructs a driveway, private road or path, or alleyway used by traffic and prevents traffic from entering and/or exiting the driveway, private road or path, or alleyway.
      • In a manner that obstructs a parking lot and prevents vehicles from leaving or entering the lot.
      • On or within range of railroad tracks, where such a range poses the risk of the vehicle being struck by any railroad cars.
      • On any sidewalk or on any median.
      • In a manner that a vehicle takes up two parking spaces.
      • In a disability only parking zone.
      $500 fine and 1-day impound.
       
    2. Road Sign Violations

    3. Road Marking Violation

    4. Speeding Violation
      Penalties:
      • 1–15 MPH over: $500 fine
      • 16–39 MPH over: $1000 fine
      • 40+ MPH over: $2000 fine
       
    5. DUI and Reckless Driving
      DUI: Driving under the influence of alcohol/narcotics.
      • Felony if repeat, causes injury/death, or on suspended license.
      • Penalty: $2,000 fine, 3-day impound and mandatory arrest.
      Reckless Driving: Willful disregard for safety (e.g., street racing).
      • Penalty: $1,500 fine, 2–3 day impound and arrest.
       
    6. Right-of-Way and Signal Violations
      • Running red lights or stop signs.
      • Failing to yield at intersections or to pedestrians.
      • Ignoring first-to-stop rule at 4-way stops.
      Penalty: $500 fine.
       
    7. Equipment Violations
      • Broken headlights/taillights.
      • Obscured/missing plates.
      • Cracked windshields.
      Penalty: $250–$500 fine.
       
    8. Vehicle Modifications
      Prohibited Modifications:
      • Excessive tint.
      • Neon underglow.
      • Modified exhaust.
      • Unauthorized lights (red/blue).
      Penalties:
      • 1st Offense: Verbal warning to remove.
      • 2nd Offense: $1,000 fine.
      • 3rd Offense: $1,000 fine and 1-3 day impound.
       
    9. Registration and Documents
      Drivers must present:
      • Valid license
      • Proof of Insurance
      Penalty: $500 fine and 1 day impound.
       
    10. Hit-and-Run
      Leaving the scene of a collision.
      Penalty: $1,500 fine, 3 day impound and mandatory arrest.
       
    11. Vehicle Involvement in Felony
      Use of a vehicle in a criminal act.
      Penalty: $1,000 fine and 1-3 day impound.
       
    IV. Impoundment Regulations
    • Detainment for Investigation
      Vehicles under investigation require a Detainment Notice:
      • Make/Model/Color
      • Plate
      • Registered Owner
      • Date of Impound
      • Reason for impound
      • Supervisor notes if applicable
      Minimum 24-hour hold and cleared by a supervisor.
       
    • Release & Un-Impoundment Fees
      • Supercar : $500 /day
      • Sport Car : $400 /day
      • Sedan : $300 /day
      • SUV : $250 /day
      • Comercial : $200 /day
      Minimum 24-hour hold required before release.
       
    • Abandoned Vehicles
      • Vehicles unmoved for 48+ hours in public areas
      • Issue Abandoned Vehicle Notice.
      Penalty: $500 fine and 1-day impound.
       
    • Unpaid Citations
      Vehicles with 3+ unpaid citations in 30 days may be impounded or booted.
      Release only after payment with supervisor approval.
